Viresh Kumar Bhawra was born in Chandigarh, India. He went to school in the government. High School, Bayana, Rajasthan. He is pursuing a Bachelor of Science degree. Electrical Engineering, Kurukshetra National Institute of Technology (1980-1985). while he was studying for a Bachelor of Science. Electrical Engineering From 1980 to 1985, he volunteered for the National Service Scheme (NSS). He also came out on top when he graduated from college. From 1996 to 1999, he obtained his Bachelor of Laws from Punjab University, Chandigarh. He then pursued a Master of Human Rights at Pondicherry University (2002-2004), followed by a Master of Public Administration at the Lee Kuan Yew School of Public Policy, National University of Singapore (2007-2008). From 2012 to 2013, he was in the Hubert H. Humphrey Fellowship Program (Human Trafficking) at the University of Minnesota School of Law, Minnesota, MN, USA. He also studied for a Master of Laws (2011-2015) from Kurukshetra University, Haryana.

Profession
From 1985 to 1987 he started working at Bharat Heavy Electricals Limited in New Delhi as an engineer and systems analyst and programmer. He was appointed as Deputy Commissioner of Punjab (Chandigarh Region) Police by the Indian Police Service in 1987. IPS Bhawra was appointed in July 2017 as the Director of Police, Information Technology and Telecommunications, Supply and Modernization at the Punjab Police Station, Chandigarh. On January 8, 2022, he succeeded IPS Siddharth Chattopadhyaya as Punjab Police Chief. He became the third Punjab police chief to be appointed in three months.
On being appointed as the DGP of Punjab, he said,
My focus will be on eliminating the drug threat and terrorism in the state. People-centred policing and public service delivery are my top priorities. Punjab Police will make full use of technology to investigate various crimes. “
In appointing IPS Viresh, Punjab Governor Banwarilal Purohit said,
The appointment committee recommended three officers for the top post, namely Bhawra, former state police chief Dinkar Gupta and IPS officer Prabodh Kumar. “
On his appointment, an official order was issued, which read as follows:
The New Delhi Joint Public Service Commission has sent the minutes of the appointments committee meeting. The Committee has recommended a group consisting of the following persons for appointment to the post of DGP of Punjab (HoPF):- I. Dinkar Gupta 2. Viresh Kumar Bhawra 3. Prabodh Kumar.
It further writes,
The Governor of Punjab is pleased to appoint Viresh Kumar Bhawra of IPS as Chief of Police of Punjab Province (Head of Police Force) in consideration of the panel deliberations received from Union Public Service Commission. According to the order of the Supreme Court of India dated July 3, 2018, his term of office should be at least two years from the date of taking office. “
