Tukaram H. Mundhe is a 2005 batch of IAS Officers for the Maharashtra State Cadre. He is known as one of the most honest and brave IAS officers.

Tukaram Mundhe was born on Tuesday 3 June 1975 (45; same as 2020), in Tadsona, a small village in the Bied district of Maharashtra. His full name is Tukaram Haribhau Mundhe and his zodiac sign is Gemini. Tukaram’s childhood was full of struggles. Born into a peasant family, Mundhe has been helping his family with farming since the age of 8. He worked on the farm every morning, then went to school, then came back and worked in the fields until the evening. From fencing to digging wells, from planting to selling produce at the weekly vegetable market, he does it all.
He often does the heavy lifting on the farm until the 10th lesson. After completing his 10th class at the local Zilla Parishad Primary School in Beed, he moved out of the village to continue his studies in Aurangabad where his older brother was also. On the advice of his brother, he pursued intermediate studies in science. He then graduated from Dr. Babasaheb Ambedkar Marathwada University in Aurangabad in 1996 with a BA in Political Science, Sociology and History. After graduation, he went to the National Administrative Vocational College (a government-funded coaching institution) in Mumbai to start preparing for the civil service exam. Meanwhile, he was taking a postgraduate course in political science at a university in Mumbai. After three failures, Mundhe passed the State Civil Service Exam (MPSC) on his fourth attempt in 2001 and was appointed as a Second Class Officer in the Treasury Department. He didn’t stop there. After eight years of hard work and constant hard work, he made his final pass in the 2004 UPSC Civil Service Exam, placing 20th in all India. He was then selected as an IAS officer and assigned to the Maharashtra State cadre.

His older brother Ashok Mundhe was the village’s first graduate and civil servant. It was him from whom Tukaram drew inspiration to become an IAS officer.

Profession
After completing his training, Tukaram was appointed as Solapur’s Assistant Non-Staff Collector on 22 August 2005. He started his duties by eliminating illegal activities in Solapur. On his fourth day in service in Solapur, he raided and seized a bar owned by a powerful local politician that was carrying out illegal activities. Afterwards, as part of his training, he was appointed chief officer of the municipality in the Bash district of Solapur. During his tenure, he stopped several illegal activities in his area. He cleared the area of more than 15,000 unauthorized encroachments that blocked the way for public transportation. In the course of his duties, various incidents occurred. He recalled,
During the demolition of the unauthorized liquor store, there were threats of self-immolation if the demolition continued. Mundhe knew that if he stopped, the demolition would stop too. He asked an officer to record the video and then arrested him for threatening suicide. “
After completing his training, Tukaram worked as Deglur’s Assistant Collector, Nanded, in September 2007. Then, after serving there for about four months, he was transferred to Nagpur as CEO of Zilla Parishad. After being appointed CEO of Nagpur Zilla Parishad in 2008, he visited some government schools on the same day. He saw that several teachers were absent with advance notice, and all of them were suspended the next day. He also suspended some doctors after seeing irregularities in medical services at government hospitals in the area.
Although he fights corruption and promotes integrity, solves various public problems, and engages in public welfare wherever he goes, it has also become the norm in his career to be transferred from one place to another.
Politicians have united against Tukaram Monkh’s demands for a transfer on several occasions throughout his career. However, citizens who were impressed by his work often came to his rescue. A similar incident occurred in June 2020, when INC MLA and Maharashtra State Assembly Speaker Nana Patole asked for the transfer of Municipal Commissioner Tukaram Mundhe from Nagpur Municipal Corporation, seeing the situation Orange citizens launched an online petition – People’s Confidence Motion – to show their support for the civic chief. More than 5,000 people signed the petition. The petition didn’t help and Tukaram’s move from Nagpur to Mumbai was his 15th in his 15-year career.

He recognises and improves traffic congestion in Navi Mumbai by developing appropriate parking facilities, focusing on ease of doing business and cashless initiatives, working with the public to manage solid waste, etc.
Tukaram has suspended many officers for misconduct and irregularities at work. His local work not only delighted the citizens of Navi Mumbai, it also angered many.

IAS Tukaram Mundhe has made important contributions to transparency and accountability in the public administration. Although, in his career, there have been several controversial cases. Here are a few:
- In October 2016, the company, which is the elected representative of the Navi Mumbai Municipal Corporation (NMMC), passed a motion of no confidence against Tukaram Mond. The company claims that Tukarram does not respect elected representatives. They further describe Tukaram as an authoritarian style who believes only in bureaucracy and not democratic values, which is why a no-confidence motion was brought against him.
- In August 2018, elected representatives of the BJP-led Nashik Municipal Corporation (NMC) passed a motion of no confidence in Tukaram Mond. The letter accuses Tukaram of arbitrarily making decisions without the trust of elected representatives. Speaking on the subject, Tukaram Mundhe said,
I only work according to the law. My work system doesn’t threaten anyone, it’s based on priority. Furthermore, it is time-bound and therefore results-oriented. I believe this no-confidence motion is not against me, but good governance. I’ve been trying to get the system in place for the past six months. I have been working with maximum transparency. The work is process-driven and results-oriented. ”
- On June 8, 2020, Ganeshpeth Police Station registered an FIR against then-citizen chief Tukaram Mundhe for violating lockdown restrictions by attending a 200-person event that had the potential to spread Covid-19.
- On June 28, 2020, a former officer of Nagpur Smart and Sustainable City Development Limited (NSSCDCL) filed a police complaint against Tukaram Mundhe for humiliation and harassment. She wrote in the complaint that Mundhe wanted her to reveal some inside information about the NSSSDCL division, but she disagreed. This made Mundhe furious, and he started harassing her by making derogatory remarks.

- He received the “Best Collector” award from the Chief Minister of Maharashtra for his overall performance in 2015-16.
- Indian Waterman awarded by CM in the 2016 IBN Lokmat Management category.
- The “Indian Express Excellence in Governance Award” recognizes the best work done by DMs across the country.
Facts/trivia
- Mundhe’s associates considered him one of the most honest and principled officers, but lacked a realistic approach. One of his classmates said,
During our interactions with him, we always told him not to take certain issues too far. He didn’t listen to our advice, and now he’s paying the price. We are in a democracy and we cannot ignore elected representatives. Transfers are part of Indian bureaucracy, but 15 transfers in 15 years of service seems bad. “
- Mundhe believes he has an inner drive that encourages him to be a leader. He said,
I asked myself, if I can’t, who else can? As an IAS officer, if I can’t transform the system, if I can’t give them (citizens) leadership, if I can’t give them motivation, then who can? “
- Mundhe sees his commitment as his greatest strength and his high speed as his weakness, as it often embarrassed many of the people he worked with.
- There were several times early in his career that he found himself in the dilemma of whether what he was doing was right or wrong. Mundhe then came up with a three-point checklist to help him get over his predicament. He made three points – his actions must be lawful, must be morally correct, and should be in the public interest. If his actions are verified by any of the two points in the checklist, including the mandatory point of the legality of his actions, he will proceed with his decision.
- During his appointment as Degloor’s assistant collector, Mundhe slapped hefty fines on illegal sand miners in the area. He used to do random raids in mining areas. Die-hard miners became so vigilant that they handed out money and cellphones to small shopkeepers outside Tukaram’s office. The shopkeepers noticed Tukaram’s whereabouts and provided the information to the miners.
- In July 2018, the Tedx Talks YouTube channel aired an episode featuring Tukaram Munde, in which he talked about his inspiring and thought-provoking journey. He tells people to be the change they want to see in society.
