Shubham Kumar was born on Friday 14 February 1997 (24 years old; as of 2021) in the village of Kumhari in the Kadhwa district of the Katihar district of Bihar. His zodiac sign is Aquarius. He attended primary school in the village of Kumhari in Bihar. Later, he attended Vidya Vihar boarding school in Punyaparola, Bihar, and completed Year 10 in 2012. He then joined Chinmaya Vidyalaya Bokaro in Jharkhand for Years 11 and 12.

He then started to prepare for IIT and in the entrance exam, he got 219th place and was admitted to IIT in Mumbai. When he was studying B.Tech in Civil Engineering at IIT Bombay, he excelled academically and extra-curricularly enough to earn his B.Tech degree six months before he actually completed the degree. He attended Purdue University in West Lafayette, Indiana, in May 2017 as a summer research intern.

In 2018, he took the Joint Civil Service Commission civil service exam for the first time but failed. A year later, he made his second attempt and finished 290th before he was selected by the Indian Defence Accounts Service (IDAS). He then started training at the Academy of Defence Financial Management (NADFM) in Pune. Shubham then made his third attempt in 2020 and topped the Union Public Service Commission Civil Service Exam (2020). Shubham Kumar’s total score is 1,054, or 878 on the written test and 176 on the personality test (or interview). As an elective, he chose anthropology. In an interview, he shared that he did not attend any coaching classes to prepare him. He used to study 7 to 8 hours a day to prepare for the exam and increased the study time for the examiner to 8 to 10 hours. Nearly 33 years later, UPSC has received the highest honor from Bihar after Amir Subhani, the additional chief secretary of India in the Bihar government. Speaking to reporters, Shubham said,
Rural construction, job creation and rural poverty alleviation will be his main focus. My dream is to get into IAS as it provides a wider platform to benefit the people. This has been achieved and I am willing to work for disadvantaged groups, especially in rural areas. My dad used to motivate me, help me stay positive and help me pass exams. I have been preparing since 2018. I can’t believe the results today. No matter where I’m assigned, I’ll give it my all. “
