Rashmi Tyagi was born in Harhouda, Meerut, Uttar Pradesh. She is a graduate of Lagunath Graduate School for Women in Meerut, Uttar Pradesh. Her full name is Rashmi Tyagi Rawat. She has since pursued her M.Phil (Psychology) and PhD (Psychology) studies at Chaudhry Charan Singh University in Mirut.

- Like her husband Tirath Singh Rawat, Rashmi Tyagi was active in student politics during her college days and was the leader of Akhil Bharatiya Vidyarthi Parishad, a student organization of Hindu nationalist group Rashtriya Swayamsevak Sangh (RSS). In 1994, she participated in the election of the student union for the post of Chancellor of Meerut Chaudhary Charan Singh University. Even now, she is seen running for her husband ahead of political elections.
- Rashmi also tended to dress up when she was younger. She was called Miss RG and Miss Meerut.
- Born and raised in Meerut, Uttar Pradesh, Rashmi moved to Pauri Garhwal district in Uttarakhand after marrying Tirath Singh Rawat.
- Rashmi is also a social worker and previously worked for Surbhi Pariwar, a social organization in Meerut.
- Rashmi’s grandfather, Ved Prakash Tyagi, reportedly participated in India’s freedom struggle for which he was jailed more than 50 times during British rule. He was an influential figure and was popularly known as Mini Gandhi among the people in his area. He died in a traffic accident in the late 1980s.
