Gounder was born in the United States in 1977 (Age 43; same as 2020) to a French mother from Normandy and a Tamil Indian father from the small village of Erod in Tamil Nadu. Celine Gounder graduated from Princeton University with a BS in Molecular Biology, followed by a MS in 2000 at the Johns Hopkins Bloomberg School of Public Health. She has studied tuberculosis (TB) and human immunodeficiency virus/acquired immunodeficiency syndrome (between 1998 and 2012, she conducted HIV/AIDS treatment in various countries including South Africa, Lesotho, Ethiopia and Brazil. 2004 , she received her MD from the University of Washington School of Medicine. During her Ph.D., she co-founded the International Health Group with Vivek Murthy (19th Surgeon from Karnataka, USA), which is helping people around the world while helping physicians in training build their careers. She interned at Massachusetts General Hospital.

She also serves as the delivery director for a consortium funded by the Bill & Melinda Gates Foundation to tackle AIDS and tuberculosis. Later, she also joined the New York City Department of Health and Mental Hygiene, working to control tuberculosis in the city. She has also served as a medical reporter on the TEDMED editorial board addressing public health issues. One of the greatest achievements of her career was on November 9, 2020, when she was named to US President Joe Biden’s COVID-19 advisory council.
