What is the double waving of the yellow flag in F1 when Verstappen faces the steward?

Red Bull driver Max Verstappen has been fined five places for ignoring double-waving yellow flags during qualifying in Qatar. But what must the driver do when the double yellow flag is shown?
Verstappen’s incident came towards the end of Loussell’s qualifying session as he finished second behind Lewis Hamilton in qualifying.
In the final race of the third quarter, AlphaTauri driver Pierre Gasly broke his front wing after driving on a kerb, causing a tire puncture.
Gasly stopped on the main straight and the flag of caution flew for the slow-moving AlphaTauri.
Verstappen trailed Gasly on the track and improved his time when the latter pulled aside.
He will now be seventh on the grid for breaking the double yellow flag rule.
But what must an F1 driver do when double-waving the yellow flag? What are the usual penalties for non-compliance?

Double waving yellow flag meaning
The yellow flag in F1, and motorsports more generally, is used to communicate to drivers that some kind of event is happening on the track.
This is a warning warning to inform the driver that action may be required to avoid a crash/debris.
The meaning of double-waving yellow flags in F1 is clear: drivers must slow down and be prepared to stop.
There may be law enforcement officers at the scene of the accident, so drivers must slow down accordingly.
They shouldn’t improve lap times.

During the third practice session at the Saudi Arabian Grand Prix, Hamilton was called to stewards for a potential double-waving yellow flag violation – similar to Verstappen.
However, during an investigation by the flight attendants, they found that the light system was accidentally activated for less than a second.
Because of this, Hamilton was not penalized for this foul.
Is there a precedent for Verstappen’s penalty?
In the past, referees have imposed demotion penalties for violations of waving the yellow flag.
At the 2019 Mexico Grand Prix, Verstappen himself was stripped of pole position after Bottas crashed in the final corner of qualifying and failed to slow down.
He started in fourth, although there had been plenty of time for pole position.
In the 2020 season opener in Austria, Bottas ran long in qualifying and in the spin.
Hamilton passed sister Mercedes but didn’t slow down as stewards dropped him three places from second.
However, given that the double-wave yellow represents a higher probability of danger, the more serious five-place relegation was handed to the Dutchman.
