Pélissier was born in Maromme (lower seine), from a wealthy artisan family, his father worked for a powder magazine. After attending the Military Academy of La Flèche and the Special School of Saint-Cyr, he joined the army in 1815 as a second lieutenant in the artillery regiment. Outstanding test scores in 1819 secured his appointment to the staff.he serves adjutant During the Spanish campaign of 1823 and the Moria expedition of 1828-1829. Participated in the Algerian expedition in 1830 and was promoted to Chef Descaderon.
After serving in Paris for a few years, he was again sent to Algeria as Chief of Staff of the Oran Province, holding the rank of lieutenant colonel, where he remained until the Crimean War, leading many important operations. However, the seriousness of his act of suffocating entire Arab tribes in Dakhla or Dana caves near Mustaganem, where they had taken refuge (18 June 1845), caused great concern in Europe was so indignant that Marshal Sirte, the Minister of War, publicly expressed his regret; however, the Governor of Algeria, Marshal Bougo, not only approved, but obtained for Pelissier the rank of Brigadier-General until his promotion in 1850 For the division (major general). In 1852, he successfully commanded the siege of Laguarte.
After the fighting before Sevastopol in October 1854 and November 1854, Pelissier was sent to the Crimea, where he succeeded before the Siege of Sevastopol on May 16, 1855 Marshal Canrobell served as commander-in-chief of the French army. His command was marked by the ruthless pressure of the enemy and the unwavering determination to conduct the campaign without interference from Paris. His perseverance paid off in the capture of Malakoff Tower on September 8, ending the Siege of Sevastopol and ending the Anglo-French Crimea war against Russia with victory. On the 12th, he was promoted to marshal.After returning to Paris, he was appointed a senator, creating Duke of Malakoff (July 22, 1856; the only other title of victory awarded by fellow Duke Napoleon III was Patrice de McMahon’s victory at the Battle of Magenta in the Battle of Italy) and received an annual franc of 100,000 grant.
From March 1858 to May 1859, he served as the French ambassador to London, but was recalled to command the Rhine Observer. In the same year, he became Grand Chancellor of the Legion of Honor. In 1860 he was appointed governor of the unruly colony of Algeria.
His Excellency the Duke died here in 1864, when the Principality was extinct.
