Sleeper was born in Bradford, Vermont on December 31, 1862, and was educated at Bradford College.
In 1884, he moved to Lexington, Michigan, where he became a successful businessman, owning multiple banks and substantial real estate. Sleeper has also worked in the commercial industry. In 1901, he married Mary C. Moore.
Sleeper served in the Michigan Senate from 1901 to 1904. The following year, he became a member of the Republican State Committee until 1907. He then served as Michigan Treasurer from 1909 to 1913, under Governors Fred M. Warner and Chase Osborn.
Sleeper was elected governor of Michigan by the popular vote on November 7, 1916, defeating Democrat Edwin F. Sweet. In 1918, he was re-elected for a second term. He served for most of World War I and began taking steps to provide men, supplies and weapons for the war. During his four-year tenure, he also established the Department of Animal Husbandry, the Department of Labor, and the Public Utilities Commission. Promote the county road system, establish a permanent state police station, and issue the first driver’s license. Sleeper signed the State Parks Act, which created the state park system, and responded to the Spanish flu epidemic. On April 19, 1917, Governor Sleeper created the Michigan Army Standing Unit (Michigan State Police).
In 1928, Slipper served as Michigan’s presidential elector, electing Herbert Hoover as President of the United States. He died on May 13, 1934, in Lexington, Michigan, at the age of 71, and was buried in Lexington Municipal Cemetery.

In 1944, Huron State Park in Caseville, Michigan was renamed Albert E. Sleeper State Park. The public library in Uble, Michigan is also named after Sleeper.
